In regard to why no one just kills Korra- didn't they explain that in the Hama episode, too? If a baddie kills the Avatar, they only get a 16 year reprieve until the new one shows up to set things straight. By imprisoning Korra and keeping her alive, they have decades to carry out evil misdeeds until she dies of old
