We knew in advance that Todd was going to have an increased role at some point. I'm not really sure why, aside from script reasons (resulting in that gutwrenching ending), it had to have been Todd, who had to be let in on a lot of secrets, as opposed to, say, Huell, who already had some knowledge of what was going on.
