The first couple seasons of DS9 are pretty much just fairly solid, enjoyable TNG, with character conflicts. Then, of course, the Dominion comes and kicks it into high gear.
It is a good question how deterministic the probe is. If it actually allows its victims (kind of) to change the lives their avatars lived, then there probably never was a Kamin, or anyone else in there.
Why is Kal-El the last son of Krypton? Because Jor-El saw it coming while all the other Kryptonians were hiding from the truth. Same with Kamin. Same as it will be with Al Gore.

Anything that contributes to the Daleks' hardcore villain decay has a serious problem. Victory did that in spades.
