Yes it does. There are words that can be countable or non-countable, and using "less" or "fewer" can clarify what sense of the word you mean. For example, if you "ate less fish" you had a lower quantity of fish flesh, but if you "ate fewer fish" you had consumed a lower number of individual fish.

I don't think Robb has a Valyrian blade. Ice was the only Valyrian steel the Starks had, and Tywin Lannister stole and butchered it. Jon has Longclaw, but he got it from Mormont.
The saw doesn't give you impact damage which you'd expect even if you get through with one swing. And you can spot it more precisely. Plus you don't want to waste the blade of your fighting blade on an amputation. Don't put it through any more use than need be.

I mentioned this in another post, but that parallel was definitely intentional. Both of them ended up saving Stark girls too (although obviously Tywin didn't know that).
He's definitely one of the most competent, and would end the wars and make the kingdoms strong. He also is a dick, but it's a matter of perspective. People seem to think Tyrion would make a great king, and who's more like Tyrion than his dad?
