If I recall correctly, in one of the commentaries (maybe for the one where Bart rides around with the cops) they mention that their music guy, alf clausen, did tv music back in the 70s and was well versed in that style of funky action soundtrack, so he composed those pieces. The ins and outs of digital mastering are a mystery to me, but my guess would be that in the conversion from analogue to digital broadcasting there were some glitches. There are definitely issues with mastering color and brightness that complicate DVD and bluray production.
