I don't think it's hard to understand. The decision to make the next-to-last episode an NEL, for no reason, rendered it a waste of time. They did an entire episode which had no impact on the race at all. And frankly, yes, segments of episodes that occur before equalizers are wastes of time. But the point is that

I don't know when the rule started, but I remember there was a lot of talk in Season 3 after Flo and Zach won the race with Flo only doing one roadblock. Not that that wasn't entertaining, watching Zach win the race with a Flo-sized load tied to his neck.
