As someone who's been intermittently going through the new Who series this past year or so, I'd recommend starting with season 5, a.k.a. the first Moffat season. There are some good episodes in the first four, but overall it's a slog, and the effects are distractingly shoddy for the first few seasons.
Shit, I just read The Golden Notebook this summer. Great book, very much of its time but still relevant today, and well worth the (substantial) time investment.
