Now that I'm thinking about it, maybe Bob Benson wasn't a red herring. We've been set up all season to distrust or feel uneasy about him. He seemed so fake and hollow that the audience expects the worst.

I agree with that. Pete feels his position is weak and the viewer could smell the stench of desperation on him.
One thing that bothered me amount the dressing down scene was the visuals of Joan, Pete, and Cutler. Joan was the only one sitting down. She is a partner and even though she bypassed Pete, she theoretically has her authority.
Here's a contrast that was played out: Joan winds up bringing the firm within striking distance of a major new client but is chastised (despite being a partner) while Bob Benson comes back from a meeting with a client ready to drop the firm and gets more responsibility.
