Maybe. The general public and international audiences weren't really aware of Downey until Iron Man. Depp made movies that people grew up with ,so maybe him sucking is harder to take.
By 'generation', I mean Leading men. All of those you mentioned are character actors. Hell, the GREATEST actor of his generation Gary Oldman is a character actor too.

You must hate '12 years a slave' then. A film most people tricked themselves into thinking was great.
It's a flawed film for sure but one very much worth revisiting. Amazing sets, outstanding action scenes, marvelous cinematography and TONS of refrences and visual callbacks to many,many,many classic westerns I absolutely adore. Cult status for sure.
And neither is 'The Lone Ranger'. A film that is uneven and patchy but quite enjoyable and filled with great sets and stunts, GORGEOUSLY shot and with dozens of refrences to classic westerns. I genuinely feel more compelled to furiously defend it each time I hear someone trashing it.
He also wore a bear suit and punched women on-screen in movies. That guy simple defies expectations and explanations.
Let's not forget that everyone's darling Sandra Bullock has been mostly terrible for most of her career. Yet, she gets the pass because of 'speed' and 'gravity' or whatever.
Downey's 'Holmes' made money but barely made an impact in popular culture. I don't see anybody claimoring for a third movie. Cumberbatch's version is the one people cherish. (As it should be).

Nowadays, Caine is a cinema icon, thanks to his role as Alfred and a shining example of how hard an actor is still willing to work at an advanced age.
