Many voters wanted to move on from Mad Men. Breaking Bad is still too dark and out there and perhaps too old. Homeland was an acclaimed new show. Also, Homeland submitted episodes that were powerful and easy to understand even if you hadn't watched much of the series.

Yeah, this episode was boadering on corny, but it was so well-executed and genuinely heartbreaking. It also breaks my heart that Anna Torv will never receive an Emmy nod for this show. Only a special actress can take such treacly dialogue and make it feel legit.
