I think that the whole baby thing has been answered, though oddly. The Doctor never found her, she was in the space suit in Florida, then regenerated in NYC, then found Amy and Rory and grew up with them. That is, at least seemingly, her whole life.

The 12 regenerations thing only comes from one story, and there are many other places where it is explicitly contradicted. Moffat himself has said that he doesn't buy it. I assume River may have had fewer because she is not a true time lord.
