If I remember correctly the studio insisted on giving the Borg a single voice for the audience to relate to, so Moore and Braga created the Borg queen (since I guess the studio guys couldn't fathom the idea of a collective as a compelling villain).

I did like the Vidiians, but I only included them in my generalization because Voyager decided to ditch them. And then they dismissed them in the later years with on offhand comment ("oh, we cured the phage. tee hee").

I do remember that one early episode where Voyager met up with the refugees of the Kazon and (this was before the BSG reboot) it seemed Voyager as a show was lining up like old-school BSG. "a rag-tag fugitive fleet on a loney quest — a shining planet known as Earth." And then they ditched that idea real quick.
