Flash is kinda unique in my mind, because he doesn't have just one big threat like Batman and Superman do. When Jason Todd got killed, it was obviously going to be Joker. You could make a case for Grodd, Captain Cold, Reverse Flash, and even Vandal Savage to be Flash's #1 villain.
