I don't think Merle can stay in Woodbury, because the Gov is going to find out that he lied about killing Michonne. The Gov might turn on Merle, or another of the Prison Team might kill him. I agree that David was just experimenting with the black goo (his only specific directive that we hear being "try harder"), and the douche scientist was his intended target. David's contaminated finger sticking out really… stuck out throughout that whole scene.
