Jack wasn't evil though, every thing he did was in Sydney's best interest (in his mind). Rowan, on the other hand, clearly couldn't care less about his daughter and is constantly manipulating her and seeking his own nefarious self interest. Arvin Sloane is a much more accurate comparison in this situation.
