The when was once he figured out Sookie killed Debbie Pelt, and the why is because being the most stand-up werewolf in the whole state still means you gotta get down to their level.  It was pretty clear after they insisted on Marcus Sandwiches for his inaugural dinner he wasn't going to be able to be the lofty,
