Ummm… I don't know what your metric to determine "clearly regarded" is, but it's been my experience that Richard III is by far more-produced than Henry IV, and its evocative characterization of Gloucester ranks up with the most sought-after roles for actors in the tragedies like Hamlet and Lear.
