That's the point where Phil should have replied to Julie, "And THAT'S why you're house is being foreclosed."

What a letdown. Was expecting/hoping for a gamechanger of a speech. He had a chance of getting more votes (though some would never change their minds no matter what) but he couldn't close the deal.

He probably wasn't getting much business, since his "office" was some shack under a bridge or something.

That whole scenario went kind of nowhere, other to add to the "here's why this guy is a psycho" list. As I recall, the "Harry beat me up" accusations didn't really affect the investigation or the rest of the movie.
