I thought that at first too, especially since the Crowley would appreciate the poetry but it was in the hotel's phone, which Sam and Dean weren't going to destroy while Crowley was monologue-ing.
I also found that very weird, although her purpose in going after Henry Winchester was to get to key to the bunker so maybe they didn't want to bring her to the place she most wanted to go?
I think God is long gone so I doubt he had influence over sending Cas. He seemed to be a ranking member of his garrison so he probably wasn't just involved in saving Dean, he probably lead the charge. As for why they picked him with his history of rebellion…? The Winchesters are the only hunters we've seen that know how to kill demons, I guess they could summon them and exorcize them but it'd basically just be putting a demon on your ass for whenever they get out of Hell
