Most definitely! This was something that DS9 would do at least once a season, with these little palate-cleanser episodes that took the foot off the throttle for a bit and just let the characters breathe and let us get to know them.

I think it was Romulan military, since destroying the wormhole doesn't quite have the vision one would associate with the Tal'Shiar or the Obsidian Order. I don't have any real evidence for this, since we never really get a full explanation, but that would be my guess.
