the dialog was only part of the problem.  In George Lucas' mind, the question on everyone's mind in the decades between trilogies was "Gee, I wonder what it was like in the Galactic Senate?  Star Wars was great, but I wish it were more like CSPAN-2."

So far, the only real plan of the authority was Bill tossing off his "blow up the tb factories" comment.  Then they were all like "yeah, let's totally do that"  as if they really had no plan whatsoever up to that point.  Besides the horrible idea of inviting Russell to their dumb-ass Lilith Faire.
