I don't believe there was any inappropriate behavior between Captain Sunshine and Hank.  I think the whole joke that episode was the "perfectly reasonabl" explainaitons for things the audience was meant to take as sex jokes (the lube is for the slide, as an example).

It seems unlikely however that the hatred stems from their shared poetry class.  There is something deeper, which so far hasn't been revealed.  

So it's kind of weird how the revelation of the Monarch kind of overshadows the entire episode.   I mean, there is a lot going on with Gary, but once the photo comes out, the whole episode kind of shifts in importance, and of course the problem with this is that the Monarch Revelation doesnt' really inform the greater

I think it's supposed to represent the serum he was givent he flash back breaking down.  It's not uncommon for avid male steroid users to develop breast tissue, and I think that's the point.   The super steroid is breaking down, and part of that is his hormones are going haywire, and growign breasts.
