It was kind of a punk rock/steampunk version of Sherlock Holmes that took place in what was then the present day, roughly around the same time as Thatcher was prime minister. You must have read "Baker Street," if I'm remembering the title correctly, by Guy Davis. I followed it when it first came out but I seem to remember it fell victim to erratic publishing dates, like a lot of indies, so I kind of drifted off.
