The characters are in general all unpleasant right-wing caricatures (eg Kathryn Greenwood plays a woman who tries to organize lunchtime prayer sessions and is surprised when no one shows up

Oh but just because maybe we don't give primacy to the author's opinion doesn't mean we should ignore their intent completely. That's counterproductive in my opinion. I don't think Dan Harmon has a monopoly on interpreting Community, but he certainly has unique insight on how the show was made. I guess what I'm saying
