It is a plot point in Generations that he can't remove it so it implies he can't turn it off then. And @avclub-4b287f908bc71183ecd837b69d417c1a:disqus is right that by First Contact they must have come up with a way to turn it off. And hey, look! Geordi has sweet new eyes!

Maybe that's the point to the end of the film that shall not be named. That we, and the rest of the characters, feel such emotion for a character who should have none. Even though right in the middle of the emotional crux of that…movie my rational brain stepped in and said "It's cool, they just got that other Data."

Word on the street, or Memory Alpha, is they didn't want the titles to distract over the running gun fight. Gotta make those early 90's opticals count!

Kim did die in an episode and it had no affect on the plot. It's the one where he's transported to some dimension where our dimension is their afterlife. At the end Janeway gives him a few days off because he died. There's your plot!
