This is one case where DS9 maybe didn't do it better. We never really get much analysis into the Romulans there, even though one of their best episodes feature them. Even on DS9 we get this comment about them. "Aah, the Romulans. So predictably treacherous." That's all anyone in two quadrants thinks about those guys.
