He's good on 36 Chambers because he's kept in check.  His sloppy, self-indulgent tendencies aren't allowed to get out of control, and as such, he provides a thrilling element of instability.  When he's just allowed to do his own thing with no one reining him in…yeah, he's pretty bad.
