Well, of course he's serious about it. It's what he's been doing for decades and he's very good at it. He's an agitator, but that doesn't mean that it's not part of a schtick.
His robotic heart prevents him from being motion-captured because the machines think he's one of them.

He does toe the line REALLY well, which is why I find it so funny. But, then again, I've been a big fan of his since I first discovered the Nation of Ulysses, so I'm used to his humor.
Pretty much every single band he's been in is gold. Nation of Ulysses is my personal favorite and I would highly recommend checking them out if you're into 90's DC punk.
I've got them on my amazon wishlist and figure I'll pick them up in my next book binge.

Of course, because he's making fun of how uninformed most people in the punk scene actually are. They take a generic anti-authoritarian stance and then will often align themselves with other authoritarians solely for standing against America.
