I think what people said about Good Wife last season still holds: that if CBS axed it ABC and NBC would jump in. NBC because a 2.4 would make The Good Wife its highest rated scripted drama and ABC because it'd go well with Grey's Anatomy or Pan Am.

He's saying that a regular season is about 12 episodes (okay, 13) but that the writer's strike cut the first season short. So 16 episodes in the final season is 4 more than a regular season and 16 is about 133% of 12.
