I don't find it difficult to believe Gus would have kept Gale around. He was always the backup plan, and it's not exactly easy to find someone else with his skills. Much less a naive, lonely loser who's so easy to manipulate. Plus even when he and Walt were on good terms it would make sense he'd want a backup plan.
