I saw the toys at Wal-Mart about three days ago, and thought that was the first I'd heard of him.  But a quick Google Image Search reveals that this used to be the shitty toy line of big GI-Joe size figures with lots of ocean related accessories, and a shitty bad guy named Psycho with a metal Joker face.

"Dani California Roll" is pretty raw.

Good observation, and in my personal experience pretty accurate.  The meanest bullies were always the outcasts.  The few times the more popular kids picked on me, it was far more likely to be a bit of laughing or a joke at my expense, rather than the shoving or punching from the "real" bullies.
