I don't think the PD is so much of a supreme moral argument as a pragmatic principle designed so starfleet can have a consistent guideline as what to do in a variety of situations that inevitably come up.   I think it's sort of an equivalent to "we're not here to be the policeman of the galaxy" non-interventionist
