I don't think it's totally unfeasible that they could make more photon torpedos. They seem to be basically anti-matter bombs that are fired through a warp bubble. The ships are always collecting hydrogen and converting it to anti-matter, so a feature of a ship designed for long term missions could be to set aside…

Honey-Bare: I agree with you up to a point. I think SPOILERS the cop's sudden turnaround is unrealistic. I also think it's incredibly naive to think the answer is "re-instate the federal employment act."
