I always figured the founders were the real brains behind the tech, and the cloned races just kind of did the "grunt" brain work.

I thought B-4 was just a Romulan knock-off.

Also;   nearly everyone on Soong's planet was killed by the chrystalline entity, summoned by Lore.  Perhaps Soong did have a team, and they were all killed.    Given that this was the ultimate end to Soong's experiments, it would not be totally surprising he would be wary of sharing his data.
