Because some municipalities the dog catchers are police officers?  The Springfield dog-catcher could have been a part of their PD (the vehicle did have police lights), and it would make (cop-)sense to put a rookie on the (less than glamorous) job.

I don't know if LOtR quality effects would have improved Excalibur all that much.  Can you imagine a CGI crow plucking out that eye?  CGI blood splatters?  10,000 digital spearmen for the off-screen battle of Badon Hill instead of the knights in a ring celebrating their victory under the stars?
