I can imagine an old Zuko explaining to Korra that the defeat of Ozai left a deep scar (thematic resonance!) in the Fire Nation, and that he has tried cleaning up the mess ever sense. That would actually rock, as Zuko's journey would cycle through redeeming himself to redeeming his family to redeeming his nation.

I may be wrong here, but I'm starting to get the sense that bending is not as powerful in LoK as it was in LA. I know we get more specialized bending like metalbending, and even Mako can lighteningbend to some extent. But overall, we haven't seen anyone really cut loose. I guess it would make sense that member of the Fire Nation would be desperate to reassert their dominance after the war. Also, I imagine there were a lot of out-of-work soldiers that were only good at violence.
