No, Bart was not conceived when Homer was 18. That's when the first flashback episode (The Way We Was) happened. But Homer and Marge didn't get together until way after high school. Going by the original timeline, TWWW was set in 1974, when Homer was 18. Bart was conceived in 1980 (ESB) when Homer was 24.
