I'd say that he is personally worse than most other presidents, no question. Bush II was, at best, a screw-up and a dim bulb, but at least he wasn't using his power to get sexual favors from his underlings.

Do I think Bill Clinton was a bad president? No (at least not any worse than any other recent president). Do I think he's an utterly reprehensible person? Hell yeah. I don't see any contradiction there, but most other people seem to. Republicans: just because he's a jerk doesn't mean his policies were terrible.
