Since we never got the payout on Book -
After seeing Serenity, I assumed that Book was an Operative and that at some point he was confronted with the same choice as the Operative and he chose a form of redemption rather than resignation.

It seems the judges respect the chef's willingness to stand behind their dish if their dish is a bit daring. Poor pasta salad is not daring, the ingredients they used were not daring.
