Actually, on the DVD extras, one of the producers (might've been Behr?) talked about how it's pretty much a Western - you have the mayor (Sisko), native (Kira), sheriff (Odo), barkeep (Quark), doctor (Bashir), engineer (O'Brien), and wise old man (Dax). It's basically a small town for supplies.

I'm pretty sure it does get mentioned again, and O'Brien definitely sits out for a while (long enough to make it probable for him to be recuperating).
