I didn't like that much either, but it is (somewhat) realistic. I think the writers tried to offset it by having Carrie describe a bombing attack on other Muslims, instead of 9/11 or whatever else she could've chosen.

What I got from this was that this was always Nucky's and Mellon's plan from the start, catching Rothstein (or anyone else they picked, really) in a honey trap using the distillery.
