How many men do you think you really need to man a caravel? When you're thinking Age of Fighting Sail, most men were deployed to man the guns or to power the ship via oars. These ships aren't quite the Ship of the Line (three masted in three parts, aka Trafalgar type ships) but they also aren't clinker built knarrs.

That said, but there's three of them and about three or four major ports in Westeros (King's Landing, Lannisport, Whiteharbor and Olde Town). No reason why she can't split her forces and take out both King's Landing and Lannisport at the same time and completely crush Cersei.

And that doesn't even account for the amount of flax and hemp needed for the cordage and sails.
