I think Saul sees a lot of potential in her like he did in Carrie. And she was the one who did the work that brought his embezzlement to light. It's only fair that she get the glory of throwing it in his face. If she wanted to, she could have hidden the paper trail from Saul or sent it to the Iranian people herself.
