I think Pomplemousse's point with b) was to say that, if Sato's plan was to knock out all of these people, including the Avatar, and bring them to Amon, what was Amon supposed to do with the Avatar, since he's saving her for last? If Amon had wanted the Avatar, he's had a couple of shots at her already.

I also thought it was someone else because during the finals, Mako says something to the effect of "The officials have been paid off. SOMEBODY wants us to lose." If the creators wanted us to think it was the Wolfbats, they would have had Mako say "The Wolfbats must've paid off the refs."
