This is actually far from my craziest theory (Bolin goes rogue, anyone?), but I admit it was a bit far-fetched.  Even so, I could see the appeal for Amon to be able to claim a prominent bender who agrees that benders are overpowered and need to be stopped.  That would be a great propaganda tool.
