Charlie is generally the LEAST terrible, at least. Even in some cases when he is awful, it sometimes seems plausible it's partially because of his apparent brain damage and mental illnesses and not his inherent cruelty like with the others.

Very underutilized for a villain that is one of Marvel's most memorable (his part in that film was really not very large), and maybe THE single most well known vilain that Marvel studios has the film rights to (since, obviously, they can't use Dr. Doom,
