I admit the suit seemed out of place, but looking back at all his other adventures, he's never dressed in anything but suits.
For an extraction, admittedly it's silly—but once he got inside talking to Hall it seemed far more appropriate than if he were in a combat suit.

Actually, I thought the point of the dress was to get to that revealing fanservice panty shot Bennett has jumping into the pool they kept featuring in the teaser trailers for both the show and the episode itself—
