RESPONSE TO SPOILERS SO INDIRECTLY SPOILERISH: Yeah totally agree.  If anything, her story shows that you do more harm than good when you try to change an entrenched system in a foreign land, but lack the resources or dedication to see the change through.

Yeah I agree there.  I thought of it as an invented exchange for that scene.  Dany is being built up as a queen and conqueror, it was a nice line to both allow Tywin to dismiss Joffrey's concern as juvenile, while also demonstrating that the powers in Westeros are either unaware of or underestimating Dany.
