I don't know how people could think even Walt has the audacity to think he could once again keep a meth business from Skylar. He couldn't leave the house for more than an hour at a time without her being all over it.

You forget Declan just wanted to buy out the competition originally. He was very content to see Heisenberg walk away from the game. Not to mention he's probably more intimidated of the guy who killed Gus Fring than vice versa. And there's too much distance/bureaucracy between Lydia and the Czech's, for all we know
