It was way before the duel. The Tully kids and Littlefinger got drunk when they were young teens or tweens, and then Lysa snuck into LF's bed, though LF believed it was Cat.

It's interesting how the default at work has switched from being drunk - or at least drinking heavily - to being sober through the course of the series. In season 1, people who didn't drink at work - like Peggy - were portrayed as wet blankets. Now the one's who do drink at work are embarrassments.
